There are scads of good books on state and Federal government, but few on local government. William Fischel's The Homevoter Hypothesis is an exception and is an apparent classic on local government. Fischel's book advances more than an "hypothesis." It is a "correlation" that convincingly describes from case studies and case law how real estate economics drives local government. Fischel reports that housing equity in the U.S. is eleven times as large as liquid assets among all homeowners. Home equity value is the largest asset of private wealth. But this equity value is constantly under threat from external forces ("externalities") beyond the control of property owners except by government intervention. Homes are an immovable asset whose value can't be insured against a wipeout of equity. Homeowners will consent to the impositions of municipal and school district financing, zoning, growth controls, and environmental regulations only to the extent that they protect home values, or...

Just as investors want the companies they hold equity in to do well, homeowners have a financial interest in the success of their communities. If neighborhood schools are good, if property taxes and crime rates are low, then the value of the homeowner's principal asset--his home--will rise. Thus, as William Fischel shows, homeowners become watchful citizens of local government, not merely to improve their quality of life, but also to counteract the risk to their largest asset, a risk that cannot be diversified. Meanwhile, their vigilance promotes a municipal governance that provides services more efficiently than do the state or national government.

Fischel has coined the portmanteau word "homevoter" to crystallize the connection between homeownership and political involvement. The link neatly explains several vexing puzzles, such as why displacement of local taxation by state funds reduces school quality and why local governments are more likely to be efficient providers of environmental amenities. The Homevoter Hypothesis thereby makes a strong case for decentralization of the fiscal and regulatory functions of government.

Good supplemental text on local government and zoning
This makes a great required second book in a local government/administration course. As a matter of fact, it should be required reading for city councilmen all over America.Fischel does a good job of proving the "people vote with their feet" hypothesis, but more importantly, he ties property values to virtually every local government action (and inaction). Virtually everything that city government does is capitalized into property values -- sometimes with negative effects and sometimes with positive effects. Americans are extremely mobile, moving every 4 years, so we really do vote with our feet to a greater extent than most city governments care to accept.

Wonderful concept, but not user (or layman) friendly
Are you neurotic like me? Do you pour over Amazon reviews scouring every aspect of every product so that you don't get hosed on something you buy? Well, imagine how much more that neuroticism goes into overdrive at the prospect of one of the biggest purchases ever -- your home. So this book really appealed to me -- yeah, now I'll have the expertise and know-how to really eye a potential property for defects that cost me a fortune later or at the very least, give me a leg up in negotiating a more favorable price.And for those two purposes, this book definitely delivers what I intended. But my major complaint is that it is a very difficult read. It was almost like a crash course in home inspection. I'm not sure what I should have expected -- the book is VERY thorough. But that thoroughness is a little overwhelming. It pretty much lists in detail EVERY single thing that could possibly be wrong with a house. And it's organized by room, so you can do it as you walk...

Excellent guide for state government reform in the Internet Age
Although a bit spendy, this omnibus guide to an obscure state-constitutional legal doctrine now present in 36 states, shows the lawerly ramifications of pushing governance down to the lowest common municipal denominator. It is primarily intended as a legal primer, not one that asks what is now economically available to those HR-empowered communities, where their state legislatures are not imperially conditioned to micromanage the affairs of every town, city, and county.It is no mean coincidence that Ameirca's poorest, most backward, least economically opportunistic states (i.e. Idaho, Mississippi, Alabama, Arkansas, etc) lack constitutionally protected home-rule powers. Home-rule is something the state government lawyer & lobbyist classes in America hate with a passion, but the New Economic Age, powered as it is via the Internet, with its emphasis on speed, transparency, and rapid accountability....will reward mightily.

Buying A HUD home...
Good as far as it goes relative to selling HUD homes - but doesn't go near as far into the actual process as I would have hoped. The whole process - from bidding, inpections, closings, etc - for HUD homes is a completely different animal! There are some similarities to typical REOS, but they are few!The book tells us that there are 4 regions, but it doesn't go on to tell us that there are 3 asset management companies handling HUD homes (at least in Indiana). (I've found that the ease of working on an accepted HUD offer is so dependent on which asset management company is handling the transaction.)One final comment - Ms. Thorsen is so right about "zero tolerance" for errors. I haven't had an offer kicked out, but I had to redo paperwork because the printed name was not on the same line as the signature and one form where I missed printing the buyer's name. (This was from the one asset management company that I least like to work with because their required forms...
